Indonesia plans further changes to export earnings rules
Trade Minister Budi Santoso said the planned revisions were unrelated to PT Danantara Sumber Daya Indonesia starting operations on 1 January 2027.

Indonesia plans to revise its rules requiring exporters to retain export earnings, known as DHE, within the domestic financial system, Trade Minister Budi Santoso said on 3 November 2026. He said proposed changes would undergo further discussion and confirmation.
Speaking after a limited coordination meeting at the Coordinating Ministry for Economic Affairs, Santoso said the government would explain the changes through outreach. He stressed that the revisions were not linked to the start of operations at PT Danantara Sumber Daya Indonesia (DSI) on 1 January 2027.
The meeting also reviewed preparations for a single-channel export scheme through DSI, a state-owned export company, scheduled to begin on that date. Santoso said the review covered the company's readiness and the system being developed.
The government has revised the DHE rules for natural resources three times since March 2025. The latest rules are set out in Government Regulation No. 21 of 2026, which took effect on 1 June 2026.
