Vietnam’s Ministry of Finance helped develop and implement about ₫245.6 trillion in exemptions, reductions and deferred payments for taxes, fees and charges in the first nine months of 2026, as authorities pursued reforms to business conditions.

Nguyen Xuan Tho, Deputy Director of the ministry’s Agency for Private Enterprise and Collective Economy Development, said the ministry had recommended that the Government issue Resolution No. 02/NQ-CP. The resolution assigns responsibilities across ministries, sectors and localities under seven groups of priorities for business conditions and national competitiveness in 2026.

Tho said ministries and agencies had fully resolved 146 out of 202 groups of recommendations submitted by businesses. Lawmakers also approved nine laws and 31 resolutions at the first session of the 16th National Assembly.

Implementation nevertheless remained a concern for companies, according to Ho Sy Hung, Chairman of the Vietnam Chamber of Commerce and Industry (VCCI). He said a regulation could produce different experiences for businesses depending on where it was applied.

VCCI gathered nearly 900 specific business concerns in July 2026, grouping them into 53 categories across 10 sectors. Hung said companies wanted predictable and consistent policies, alongside the resolution of individual administrative problems.

Hung urged authorities to assess reform through processing times, business costs and consistency of implementation. Tho proposed clearer procedures, more digital public services and a shift towards post-inspection where appropriate, with technical standards and stronger oversight based on risk.
