Timor-Leste reviews trade policy proposals to support women
The European Union supported a workshop examining barriers facing women entrepreneurs, drawing on consultations with 18 Timorese institutions.

Government and business representatives in Timor-Leste have identified actions to tackle obstacles facing women in trade during a one-day workshop supported by the European Union. The discussions examined policy recommendations and the responsibilities and resources needed to implement them.
The recommendations stem from an assessment undertaken in 2026’s first half by ITC, the Ministry of Commerce and Industry (MCI) and the Secretary of State for Equality (SEI). Consultations covered 18 institutions, including ministries, the Central Bank of Timor-Leste and the Timor-Leste Businesswomen Association (AEMTL).
The work used SheTrades Outlook, a policy assessment tool aimed at increasing women’s involvement in trade and economic development. Its findings were published as Policy Insights on Women and Trade: Timor-Leste, with a Tetum version also available.
MCI, SEI and AEMTL representatives reiterated their support for policies that account for gender and for stronger assistance to women-led businesses. Participants also considered collaboration opportunities, with the recommendations intended to inform future initiatives for women entrepreneurs.
ITC’s SheTrades Initiative joined MCI and SEI in organising the event through the Support to Regional Integration and Trade in Timor-Leste project. The EU finances that project, while ITC is responsible for implementation.
