Vietnam sets 2027 import ban on used phones and other electronics
Refurbished goods will also face restrictions based on their customs codes, with exemptions for certain printers and semiconductor equipment.

An import prohibition covering used electronics, including phones, computers and cameras, will take effect in Vietnam on January 1, 2027. Circular No. 63/2026 defines which products are barred by their Harmonized System (HS) classifications.
The circular places computers and automatic data-processing equipment, including their functional units, under HS headings 8470 and 8471. Phones and network devices that transmit or receive data, sound or images fall under heading 8517.
The restricted categories also encompass audio devices, several types of camera, radio equipment, radar and navigation systems. Screens, projectors and television receivers are covered, along with used components and accessories belonging to listed products.
Refurbishment does not remove a product from the ban if its HS classification remains restricted. According to the circular, replacing components, restoring its appearance or offering a warranty does not make an otherwise prohibited used phone or computer eligible for import.
Exemptions cover some printers and photocopiers. These include multicolour digital machines and qualifying monochrome models that support A0 paper or can print or copy at least 35 A4 pages a minute.
Imports of used machinery and production lines directly supporting semiconductor manufacturing, packaging or testing projects are permitted subject to legal requirements. Equipment for digital technology training, research and development may also qualify.
For goods approved by the relevant authorities before January 1, 2027, imports can proceed within the conditions and validity periods of those approvals.
