Vietnam is seeking closer cooperation with international businesses on research, technology and development financing, Prime Minister Le Minh Hung said on October 28. Addressing the Autumn Economic Forum 2026 in Ho Chi Minh City, he urged investors to collaborate with Vietnamese partners beyond manufacturing.

His proposals included connecting overseas corporations with local authorities and domestic companies, jointly training digital talent and advanced technology specialists, and exploring regulatory sandboxes for strategic technologies. He also sought partnerships to build new value chains able to compete regionally and globally.

Hung called for cooperation on attracting development funding over medium- and long-term horizons. He said the Ho Chi Minh City and Da Nang campuses of the Vietnam International Financial Centre should link overseas capital to Vietnamese infrastructure, energy, green-transition and innovation needs.

The prime minister said Vietnam was overhauling laws, institutions and governance to meet international standards and ease development constraints. Parallel policies cover science, digital transformation, education and workforce training, alongside measures concerning private, state-owned and foreign-invested enterprises.

Hung cited GDP growth of 9.01 per cent for 2026’s first nine months, describing it as the highest since 2011. He said Vietnam had entered the upper-middle-income group in July 2026 and reiterated its goal of developed, high-income status by 2045. Cooperation commitments should produce practical projects and measurable results, he added.
