Vietnam spent nearly ₫708.6 trillion in public investment funds by October 31, reaching 74.1% of the capital allocated by the Prime Minister for 2026, according to the Ministry of Finance. The amount was more than ₫217.5 trillion higher than a year earlier.

The completion rate for the first 10 months increased by 19.7 percentage points from the corresponding period last year. Spending from the central budget totalled ₫182 trillion, representing 59.6% of its annual target, while local budgets disbursed ₫526.5 trillion, reaching 81%.

Hanoi spent the most among localities, at ₫125.4 trillion, ahead of Ho Chi Minh City at ₫111 trillion. For ministries and central agencies, the Ministry of National Defence recorded ₫38.6 trillion, the Ministry of Public Security ₫34.1 trillion and the Ministry of Construction ₫21.7 trillion.

The finance ministry said spending remained uneven, with some agencies and localities behind on both allocating and disbursing funds. It also cautioned that larger spending amounts did not necessarily mean stronger target completion rates or performance scores.

More than ₫7.8 trillion of central budget funding still lacked detailed allocations, equivalent to 0.8% of the plan. The outstanding allocations involved five central agencies and 20 localities.

The ministry cited obstacles involving investment procedures, incomplete medium-term capital plan assignments and funding issues affecting national target programmes and school construction in border areas. It identified completing outstanding allocations, addressing procedural bottlenecks and holding slow-spending units accountable as important tasks for the remaining months.

The National Assembly approved ₫1.1 quadrillion in state-budget public investment for 2026. After amounts without detailed assignments were deducted, the Prime Minister's allocation was nearly ₫955.87 trillion.
