Penang’s proposed 2027 budget provides a one-off RM600 payment to eligible e-hailing drivers, with spending capped at RM9 million, Chief Minister Chow Kon Yeow told the state legislative assembly on October 30.

Presenting the Supply Bill, Chow said the incentive recognised the welfare needs of public transport workers. A separate RM1.2 million allocation will cover taxi drivers and school bus operators in 2027.

The state will also extend its i-Sejahtera programme through Mempelai Emas, offering a single RM500 contribution to recently married couples in Penang who meet the eligibility criteria. Chow said the scheme is included in i-Sejahtera’s annual allocation of RM58 million for 2027.

As at September 30, the state had distributed RM57.8 million across i-Sejahtera’s first two phases. The programme reached 299,504 recipients, particularly older people, people with disabilities, single mothers and housewives.

On housing, Chow said demand was growing among single people and older residents living alone. In 2027, the Penang State Housing Board (LPNPP) will examine whether co-living could be introduced in suitable state rental homes and People’s Housing Programme units.

Penang will also establish its first State Social Development Fund in 2027, allocating RM350,000. Chow said it would support welfare and social development initiatives aimed at helping people in need, tackling poverty and social inequality, and empowering vulnerable groups.
