Indonesia has collected more than Rp160 trillion in non-tax revenue from coal, exceeding a state budget target of Rp133.93 trillion, minister Bahlil Lahadalia told President Prabowo Subianto. Bahlil said the target had been surpassed despite a decline in coal production.

The figures were presented during a full cabinet meeting at Merdeka Palace in Central Jakarta on 21 October 2026. The meeting reviewed performance after two years of leadership under Prabowo and Vice-President Gibran Rakabuming Raka.

Bahlil, who serves as Coordinating Minister for Downstreaming and Energy Transition as well as Energy and Mineral Resources Minister, also projected that foreign exchange earnings from coal exports would exceed US$30 billion. The government’s initial target was US$27 billion.

Coal export performance helped push non-tax receipts above the budget target. Bahlil said the revenue of more than Rp160 trillion had made a significant contribution to the stability of state receipts from the energy sector.
