The Philippines’ Securities and Exchange Commission (SEC) has approved changes to its green equity rules, putting the Philippine Stock Exchange (PSE) in charge of assessing applications and awarding the Philippine Green Equity Label.

The exchange will oversee application processing, evaluation and continuing monitoring. After granting a label, it must inform the SEC within five days and provide application details together with the grounds for approval.

The revised framework also allows the PSE to set up an accreditation system for external reviewers. Listed companies may engage those reviewers when seeking the label.

The SEC said assigning these duties to the exchange fits its existing monitoring role, reduces overlapping responsibilities and makes the application process more efficient. It also said the change follows the exchange-led model recognised by the World Federation of Exchanges’ Green Equity Principles.

The regulator issued Memorandum Circular 13, Series of 2025, in September 2025 to establish Philippine Green Equity guidelines aimed at advancing sustainable finance in Southeast Asia. The framework complements sustainable debt instruments and is intended to help investors identify green activities and guard against misleading environmental claims.
