Industrial land sales on Silicon Island could start in the first quarter of 2027, Penang Chief Minister Chow Kon Yeow said on October 30, 2026. He outlined the state government's intended timetable while tabling the Supply Bill in the state legislative assembly.

Chow said the project would concentrate on Green Tech Park, a 700-acre development intended to accommodate smart, sustainable high-tech industry under ESG principles. Semiconductor businesses, integrated circuit designers, medical device companies and automated test equipment firms are among the investments being sought.

He expects the park's first factory to be operational by 2028 and the development to provide highly skilled work for Penang residents. He also presented Silicon Island as an investment with long-term benefits for the local economy, beyond supplying industrial land.

Reclaimed land totalled 500 acres as of October, representing 39.4 per cent of Phase 1's 1,270 acres, Chow said. A further update put contracts awarded to local businesses and contractors at 4,531, worth RM1.92 billion, as of September 30.

Chow added that preparation of a 64.85-acre site intended for the Mutiara Line LRT depot took place in May.
