Vietnam National University, Hanoi (VNU Hanoi) launched a 120-day development programme on October 25, as Deputy Prime Minister Ho Quoc Dung urged it to attract talent and turn scientific findings into practical applications and commercial products.

Director Bui The Duy introduced the programme at the Hoa Lac New Day 2026 event. Scheduled to begin in November and finish at February’s end, it covers research facilities, innovation and collaboration with businesses.

Dung’s priorities included reforming university governance, drawing on expertise across disciplines and expanding the use of artificial intelligence and digital technologies. He also urged VNU Hanoi to develop leading academic and research specialities, train and recruit talented people, and tackle national challenges through science and technology.

For Hoa Lac, Dung called for a modern campus combining university education and technology development, with room for 60,000 students by 2030. He tasked the Ministry of Science and Technology, working with the Ministry of Finance, with examining package-based funding for public research and technology bodies under key universities, including VNU Hanoi.

The university’s programme has four pillars spanning governance and smart campus infrastructure; research and innovation; partnerships involving government, universities and businesses, alongside attracting social resources; and an elite workforce and academic diplomacy. Cooperation has already produced six start-up enterprises based on research findings, while numerous other start-up projects have undergone incubation.
