Vietnam to begin formal scoring of public investment disbursement
Disbursement reached nearly ₫643 trillion by September 30, 2026, or 62.9 per cent of the Prime Minister’s assigned plan.

Vietnam will formally assess ministries, central agencies and local governments on public investment disbursement from the October 2026 reporting period, following a three-month trial. The Ministry of Finance said the first official scores would accompany reporting covering the first ten months of 2026.
By September 30, disbursement totalled nearly ₫643 trillion, reaching 62.9 per cent of the allocation plan set by the Prime Minister, Nhan Dan reported. The rate exceeded the figure for the corresponding period in 2025 by 12.9 percentage points, while the amount disbursed rose by more than ₫202.5 trillion.
Nguyen Thi Que Huong, Deputy Director of the Ministry of Finance’s Department of Investment and Infrastructure Development, said the system follows Decision No. 1129/QD-TTg, dated June 24, 2026. Trials ran during July, August and September to refine the methodology and system.
Scores are generated automatically using disbursement figures and registered plans entered by the bodies being assessed, without outside manual intervention. Criteria include the disbursement rate and how much of each month’s registered capital disbursement has been achieved. The framework has four ratings, ranging from very good to unsatisfactory.
The ministry said monthly and quarterly assessments would support recognition of strong performers and reminders or warnings for those falling short. Annual results will help assess public investment effectiveness and inform evaluations of organisations and individuals.
The Ministry of Finance is also reviewing funding needs, prioritising strategic infrastructure and projects connecting regions that can absorb substantial capital. It is considering reallocating funds that remain unassigned in detail or are unlikely to be used to projects with greater needs and implementation capacity.
