Timor-Leste is working on legal and technical preparations to sign the ASEAN Digital Economy Framework Agreement (DEFA) in November in Manila, the Philippines. A readiness assessment took place in Dili on October 13 at a workshop jointly organised by its Ministry of Commerce and Industry and the European Union.

Commerce and Industry Minister Filipus Nino Pereira identified customs connectivity, electronic payment development and completion of the legal framework as priorities. He said preparations also addressed data security and the ability of digital platforms to work together.

Pereira said the digital transition was an economic necessity, helping the country broaden its economy, attract investment and increase its participation in value chains regionally and globally.

EU Ambassador to Timor-Leste Thorten Bargfrede said US$3 million had been provided through the International Trade Centre for the country's integration into ASEAN. The EU plans to increase that assistance to around US$6–7 million. Its work with the government also covers system digitisation, digital literacy and stronger data protection.

DEFA seeks closer integration of ASEAN economies through cooperation covering online commerce, digital identity, electronic payments, cybersecurity, emerging technologies and data moving across borders. Participation will require Timor-Leste to strengthen its institutions and digital infrastructure, alongside the public's digital skills.
