Neural Semiconductor launches Penang chip design operation
The company is recruiting engineers and working with two Penang training organisations to bring graduates into chip design projects.

Neural Semiconductor Sdn. Bhd. opened a VLSI design centre in Penang on 26 October 2026, establishing its first Southeast Asian design operation. The company said the facility at GBS@Mayang in Bayan Lepas would handle chip development from architecture through physical implementation.
The Malaysian subsidiary, wholly owned by US-based Neural Semiconductor Inc., is hiring for design verification, physical design and design automation positions. Its engineering remit includes application-specific integrated circuits and system-on-chip designs, with work extending to tape-out readiness and support after silicon production.
The company said it is collaborating with the Penang Skills Development Centre and Penang Chip Design Academy to place graduates into active projects. Participants will work with experienced engineering leads on advanced-node programmes during their first year.
Senior engineers from overseas will be tasked with handing responsibility for engineering workflows to Malaysian colleagues. The company plans to identify local successors as individual programmes develop.
The operation draws support from Dhaka-based Neural Semiconductor Limited, an affiliate with common directors and more than 10 years of production VLSI engineering experience. Staffing includes locally and internationally recruited engineers, as well as senior personnel who have moved from Dhaka to become direct employees of the Malaysian subsidiary.
Neural Semiconductor said it aims to retain more chip design work in Malaysia by carrying out and invoicing projects locally that would otherwise be handled overseas.
