Malaysia’s plan to set starting pay at RM2,500 for new graduates joining the public service is awaiting an official circular before implementation, Malaysian Public Services Commission (SPA) chairman Datuk Seri Dr Ahmad Jailani Muhamed Yunus said.

The measure was announced in Budget 2027. Ahmad Jailani said the circular would specify the procedures, timetable and payment components. Whether allowances form part of the RM2,500 figure would also be reviewed and clarified through that document, he said.

Ahmad Jailani, who also heads the Judicial and Legal Service Commission (SPKP), said preparations to put budget initiatives into effect typically start in the announcement year, allowing implementation the next year. He said the salary initiative required careful consideration because it involved substantial funding and many beneficiaries.

He spoke to reporters in Kuala Kangsar on October 14 after officiating at an asset handover for the SPA Madani Adopted School programme at Sekolah Menengah Kebangsaan Simpang Beluru.
