Affordable homes near workplaces are planned for Filipino workers under a partnership between the Home Development Mutual Fund (Pag-IBIG) and the Bases Conversion and Development Authority (BCDA). The agencies will initially prioritise some 14 hectares in New Clark City, Tarlac.

Their memorandum of agreement assigns BCDA responsibility for access to government land, while Pag-IBIG will contribute financing and housing expertise. The initial sites comprise 10 hectares in Bamban and 4 hectares in Capas, with the latter earmarked for a government centre and complementary developments.

The proposed development would bring homes together with commercial space, recreation facilities and areas for rest. Pag-IBIG has identified other potential locations: Camp John Hay in Baguio City, Morong Discovery Park and Poro Point Freeport Zone.

Pag-IBIG chief executive officer Marilene Acosta said the partnership could allow members to walk to work, cutting transport costs and lengthy commutes. BCDA president and chief executive officer Joshua Bingcang described it as a long-term arrangement intended to put the authority’s properties to productive use as its project areas expand.
