Vietnam’s government said on October 20 that APM Terminals and Hateco Group had reached a non-binding agreement to assess building and running rail cargo terminals in the country’s north. APM Terminals is the ports arm of Denmark’s A.P. Moller-Maersk, while Hateco is a Vietnamese group.

According to the government portal, the companies will examine a Hai Phong terminal equipped to handle and store cargo, plus three other northern sites. The project’s preliminary investment estimate is up to US$3.5 billion.

The planned network would link manufacturing centres, industrial parks and logistics hubs with key transport gateways. The government said it could relieve pressure on roads, increase freight efficiency and widen transport options for imports, exports and cross-border commerce.

Vietnam’s General Secretary and President To Lam attended the signing during a visit to Denmark. Separately, A.P. Moller-Maersk and Hateco opened the Hateco Hai Phong International Container Terminal in 2025. The deep-water container port in northern Vietnam cost around US$400 million.
