An investment by Danantara Investment Management (DIM) and Indonesia Investment Authority (INA) in PT Chandra Asri Pacific Tbk’s Chlor Alkali-Ethylene Dichloride (CA-EDC) project has been finalised, the organisations announced on 15 October 2026. Neither the transaction amount nor their individual ownership interests was made public.

Located in Cilegon, Banten, the plant has planned production capacity of about 400 kilotonnes per annum (KTA) of caustic soda and 500 KTA of ethylene dichloride, according to their joint statement. Both chemicals are used as inputs in manufacturing and industrial processes.

By September 2026, construction had reached approximately 80 per cent completion. Installation of major equipment was under way, while supporting works included a jetty, trestle and storage facilities. The project is aiming to begin commercial operations in 2027.

INA board chairman Oki Ramadhana said its investment decision rested on the role of caustic soda and EDC in Indonesia’s industrial value chain and its view that the project had strong commercial fundamentals. DIM chief executive Pandu Sjahrir said Danantara sought to encourage private investors to participate in national strategic projects.

Erwin Ciputra, president director and chief executive of Chandra Asri Group, said the facility was expected to generate about 3,000 construction jobs and 250 permanent operational positions.
