The Bases Conversion and Development Authority (BCDA) plans to seek private partners for a multibillion-peso redevelopment of Baguio City's Camp John Hay, including long-term contracts to operate and maintain its golf course and two hotels.

BCDA president and chief executive officer Joshua Bingcang told reporters the agency intends to put the John Hay Golf contract out to tender before the end of 2026. The selected investor would also have to fund at least ₱500 million in course improvements. Golfplus Management Inc. and DuckWorld Philippines currently manage the course through a consortium.

The hotel tenders will cover John Hay Hotels Garden Wing, previously The Manor at Camp John Hay, and Forest Wing, previously The Forest Lodge at Camp John Hay. Bingcang said BCDA anticipates at least ₱1 billion in capital expenditure for additional rooms and refurbishment. Landco Lifestyle Ventures, a Landco Pacific Corp. subsidiary, currently manages the hotels.

Bingcang also outlined an ₱80 million water-system project to add 700 cubic metres per day to supply, citing water-pressure problems within the property. BCDA is considering spending ₱150 million on a steel parking structure, initially with two storeys and provision for four levels.

An electric shuttle service would transport visitors between designated stops around the camp. Following a six-month trial that began in July 2025, the service is scheduled to return before the holiday season.

Manila Electric Co. (Meralco) has submitted an unsolicited ₱1.5 billion proposal to improve electricity supply by moving overhead cables underground, Bingcang said. He hopes negotiations will conclude within 2026, after which the proposal would face a Swiss challenge.

BCDA took control of Camp John Hay in January 2025. It previously set a target of attracting ₱10 billion in investment and plans to make 70 hectares of undeveloped land available to private investors.
