HCMC C4IR signs pact to build links with French tech firms
French Consul General Ranaivoson hopes the Autumn Economic Forum will lead to projects in technology, innovation and smart urban development.

HCMC C4IR has signed a cooperation memorandum with Business France aimed at building connections with technology companies and startups from France. The signing took place alongside the Autumn Economic Forum 2026 in Ho Chi Minh City.
The agreement provides for Business France to help identify French firms and establish contact with them. Each partner will also invite the other to forums on innovation and business networking gatherings in its country.
Mathias Hebrard, director of Business France’s Ho Chi Minh City office, told Tuoi Tre that the agency supports French companies seeking local partners and works to attract overseas investment into France. He said the memorandum would help connect French businesses with Vietnamese entrepreneurs through C4IR.
French Consul General Ranaivoson told Tuoi Tre he wanted the forum to produce practical cooperation projects for the city. He identified technology, innovation and smart urban development as priorities, and said France was willing to share expertise gained from hosting international events.
Ranaivoson pointed to existing technology ties, including a Quandela-FPT memorandum covering research, cloud computing and training, and cooperation between France’s European Center of Excellence for Artificial Intelligence and HCMC C4IR. The forum runs from October 26 to 29, with its two main days co-branded with the World Economic Forum for the first time.
